Executive summary
Fidele is an experienced tax consultant and Certified Public Accountant, currently serving as the Tax Manager at BDO East Africa (Rwanda). He is a qualified professional accountant and a member of both the Association of Chartered Certified Accountants (ACCA) and the Institute of Certified Public Accountants of Rwanda (ICPAR). He is also a certified tax advisor.
Fidele is TADAT trained and holds an official TADAT (Tax Administration Diagnostic Assessment Tool) certificate, demonstrating his capability in assessing tax administration performance against internationally recognized standards.
He served as a Local Consultant for the Rwanda 2021–2024 Tax Policy and Tax Administration Reform Project, an initiative jointly led by the Ministry of Finance and Economic Planning (MINECOFIN), the Rwanda Revenue Authority , and the Korea Institute of Public Finance (KIPF). In addition, he is a lecturer in taxation for CPA Rwanda, contributing to the development of future accounting professionals.
Fidele’s professional career includes more than a decade at the Rwanda Revenue Authority (2009–2020), where he held key roles across various departments. His positions included Tax Auditor, Senior Tax Auditor for Small and Medium Taxpayers, Senior Investigation Officer, Acting Head of Domestic Taxes in the Revenue Investigation & Enforcement Department, Senior Auditor in the Large Taxpayers Office, Acting Head of the Return Processing Section, and Acting Head of the Taxpayers’ Account Management Division. Prior to joining RRA, he worked as a customs clearing agent with SODAFISC (Société de Dédouanement et d’Assistance Fiscale) and SDT (Société de Dédouanement et de Transit).
His educational background includes an ACCA qualification, a Master of Business Administration, an Advanced Diploma in Accounting and Business, and a bachelor’s degree in economics.
